Why do Chinese state-owned enterprises routinely respond to central-level goals and policies in different ways, and why do their reform trajectories vary across firms and over time? This talk introduces a leadership approach to studying the politics, process, and outcomes of economic reform in China’s public sector. Using case studies based on fieldwork conducted in Beijing, it provides evidence that leaders of state-owned enterprises and other public-sector organizations in China can affect reform outcomes through choices about strategy and structure. The "intra-organizational politics of reform," involving dynamics of cooperation and conflict between leaders and their subordinates, have growing global consequences as these firms expand in overseas markets.
