The COVID-19 pandemic that has transformed life around the world began in Wuhan, China in late 2019. What does the public health crisis’s emergence in China, and the Chinese regime’s response to it reveal about China’s systems of politics, law, and social control? What are the future implications for Chinese citizens’ opportunities for open expression and the broader Reform-Era retrenchment of Party control over society, administrative and institutional reform in China, and China’s role in international cooperation to address potential epidemics?
