Cyber issues, including industrial espionage, Internet censorship, technology protectionism, and network warfare, are now at the top of the US-China strategic agenda. Dr. James Mulvenon, author of Chinese Industrial Espionage and numerous monographs on Chinese cyber issues, will explore the fundamental structural causes of cyber insecurity, describe the Chinese government’s complicated relationship with information and communications technologies, trace the evolution of cyber issues in bilateral US-China relations, examine the domain’s instabilities and cross-domain escalation control problems, and then outline possible courses of action for shaping Chinese perceptions and behavior.
