Rachel Hulvey

Rachel Hulvey is a Ph.D. student of international relations and international law at the University of Pennsylvania. Her research examines the legal outcomes of digital activism in China and the diffusion of Chinese cyberspace regulations globally. She received her B.S. from the University of Virginia and her M.A. in international security policy from Columbia University. Prior to the University of Pennsylvania, Rachel conducted research in Taiwan at Academia Sinica.
