The Limits of State-Led Innovation: Evidence from Chinese Patents

Can China command its way to technological leadership by setting ambitious targets? Using an original dataset on patents filed within China from 1990 to 2014, we find that while the 2006 national campaign to accelerate "indigeneous innovation" has sparked a nationwide boom in the number of patents, the quality of patents has lagged behind.
